The Shadow Cabinet is a secret council that resides within the Aurum and manipulates events in Khorvaire for their own purposes.[1][2]
While some members of the dragonmarked houses are Aurum Concordians, the Shadow Cabinet generally opposes the interests of the leaders of the houses.[3][4]
