Kashtarhak, known as the Voice of Chaos, is a powerful rakshasa member of the Lords of Dust who sits on the Bleak Council as prakhutu (chosen speaker) of the Overlord Eldrantulku the Oathbreaker.[1]
History[]
The prophecies of Ashtakala say that Eldrantulku will be freed after a mighty empire tears itself apart. Kashtarhak allegedly orchestrated several insurrections across the history of Eberron, including the elvish uprising against the ancient giants of Xen'drik, and the fall of the Empire of Dhakaan.[1]
Description[]
Kashtarhak appears similar to a typical rakshasa, a tiger-headed fiend with backwards-facing hands.[1]
Activities[]
Kashtarhak prefers to work from the shadows, and likes to exert the minimum effort to achieve his goals.[1]
Kashtarhak works to fulfill the conditions of the prophecy outlined by the seers of Ashtakala that will free his master from the Silver Flame.[1] Kashtarhak may use others against organizations like the Heirs of Dhakaan or the Inspired to fulfill these conditions. His servants work to disrupt the rule of monarchs and restart the Last War.[1]

Kashtarhak, the Voice of Chaos, is a powerful sorcerer and archmage.[1] Kashtarhak is the prakhutu of Eldrantulku and may commune with his master once per day.[1]
Thelestes, the Velvet Blade is one of his three "claw" servants, and the two have a permanent telepathic bond.[1]
