The Bleak Council, also called the Council of Ashtakala or the Bleak Congress, is the secondary tier of the Lords of Dust beneath the Overlords who oversee the organization.[2][3][1] The council or congress refers to the infrequent gathering of the Lords of Dust within Ashtakala in the Demon Wastes.[1]
Organization[]
The Council of Ashtakala includes all prakhutu ("speakers" in Infernal) of the Overlords, as well as a number of other powerful fiends and creatures.[2][3]
Activities[]
The Council directs and coordinates efforts to free their masters from their bindings within the Silver Flame and includes experts on the Draconic Prophecy in their number. A few members of the council work in opposition to the dragons who belong to the Chamber using the Prophecy as their battleground.[4]
The Claws of Khyber is a tier below the Council, and is made up of active agents enforcing the will of the Lords of Dust. Various mortals make up the bottom tier as witting or unwitting mortal agents to the Lords of Dust.[2]

- Prakhutu of the Lords of Dust[2]
- Other sufficiently powerful rakshasa, native fiends, or more rarely, fiends from the planes who now reside on the Material Plane.[2]
- Ethon Panjilcuttra: the rakshasa artificer who produces dust-stuffed creatures using the Drain Works within Ashtakala.[1]
- Korliac of the Gray Flame[2]
- Thelestes, the Velvet Blade[2]
